If you are reffering to the dogs body temperature then yes the dog is probally dead. If you are reffering to the weather then it depends on the breed and age of the dog. A dog over 50 Pounds can easily survive. Very Young or Very Old dogs obviously may not cope witht he weather as well.

Staffordshire Bull Terriers are a hardy breed but have a short coat that does not protect them well from very cold weather. Some dogs don't like rain (my Staffy doesn't) but this is different with every dog. As long as your dog isn't too cold they can go out in most weather.
I know that some dog's do bark for fun, however, I have seen dogs bark, and get a reply and bark back and so on. ((where I live, every night at ten o'clock there is a 'chorus of howls' where every dog in my neighborhood starts howling and it always starts with the same dog.)) I would guess you can say it is their launguage.
