Western Europe is more powerful than its eastern counterparts for several reasons. The two most important are: 1) After World War 1, the Allied powers really screwed up making a new map of Europe, so when they were done, every eastern European nation had ethnic minorities that would cause a lot of tensions in the future. 2) From 1945-1990, most of Eastern Europe was under communist rule, which stifled economic growth in the region.
The eastern hemiphere is the half of the globe to the "right" of the Prime Meridian as far as the International Date Line. Africa, Europe, Asia, and Australia are considered to be in the eastern hemisphere, although a large region in western Africa is to the west of the meridian.
