A drug recall would be put into effect because when a drug company has found that a certain drug that they manufacture is either defective in some way or the drug has been contaminated in some way. A drug recall can be mandated by the drug company itself or in some cases a federal entity steps in and orders a drug recall.
The big Tylenol drug recall was back on October 2010. This recall was due to shady practices by the workers. The drug was recalled to ensure consumer safety.
As of May 2014, there does not seem to be a Metamucil recall. You can get recall information from your local retailers customer service desk.
