In July 1941, the United States, Gr. Britain, & the Netherlands (in exile) embargoed cotton, petroleum, & scrap metal as a way to "leverage" the Japanese to curtain their war effort in China. As we know from history, not only did it not work, but pushed the Japanese towards war with the Allies. For further reading I respectfully suggest: Ten Years In Japan by Joseph C. Grew New York Simon & Schuster 1944 Mr. Grew was our ambassador to Japan during the FDR Administration.
