If you only plan on using it to create videos for friends and family, you may be able to find a program around $100 or less that will suit your needs, if you want to do more intensive video editing you should consider getting a program professionals use (Adobe Premiere Pro for instance), and if you want to do professional video editing work you should research what software most hiring film or vfx studios use for their editing and consider buying that.
My personal favorite for simple video editing is TunesKit Acemovi. While primarily a screen recording program, I find the program very easy to use while giving spectacular results. I will repeat that Acemovi is not an editing program per se however I have found it very simple to use while allowing me to create amazing videos. This has been my go to editing software for the last several years. Acemovi is not free but cheap.
