Rheumatology is the specialty relating to diseases or other conditions of the joints (as in Arthritis). In medical school (4 years) and in one's internship (usually another year), a student studies all of the various areas of medicine. A Doctor Who then wishes to practice as a rheumatologist does a hospital residency (usually a couple of years) in that specific field.
A rheumatologist is type of doctor that specializes in joint disease. They would know the most about osteoarthritis. However, as this condition is very common, primary care physicians would be able to treat it as well (internal medicine/family medicine).

To be a rheumatologist, a medical degree from an accredited medical school such as a Doctor of Osteopathic Medicine (D.O.) degree, Doctor of Medicine (M.D.) degree, or if earned outside of the United States, a Bachelor of Medicine/Bachelor of Surgery (MBBS/MBChB) degree is required. After earning one of these medical degrees, a residency in rheumatology must be completed and board certification examinations must be successfully passed to be a board-certified rheumatologist.
