Receding is to sea level and receding is to my hair-line: It means to move back. Sea levels rising and lowering (receding) are usually due to natural events (see "tides" and "ice ages").

Scientific evidence, however, proves that humans are causing significant increases in carbon emissions which promote climate change that is actually causing sea levels to rise globally, not recede.

I expect you mean receding glaciers or ice caps. They would increase sea level if they were melting off the land, but there would be no effect if the ice were already in the water.
