The Second Vatican Council in its Constitution on the Sacred Liturgy called for several things: first among them, it called for full, active participation:
Mother Church earnestly desires that all the faithful should be led to that fully conscious, and active participation in liturgical celebrations which is demanded by the very nature of the liturgy.
It also called for education of the laity,
and then it called for "noble simplicity" without "useless repetitions":
The rites should be distinguished by a noble simplicity; they should be short, clear, and unencumbered by useless repetitions; they should be within the people's powers of comprehension, and normally should not require much explanation.
and finally it called for Latin to be retained, although the vernacular could be used in such as the readings, to make them easier to understand. For the full document, see the link below:
If you mean the now "new Roman Missal" the reason for it was so that the Latin that is translated is now a more exact translation to the English. This hopefully makes us understand the Mass more, and help us get into what is actually going on.

Rationalism as defined by Attwater in A Catholic Dictionary: Rationalism: " The error of those who reject all revelation and give assent to nothing but what can be attained by the natural power of their reason." Rationalism is a heresy, which had some effect on the heresy of Modernism, and particularly on the Deists. It affected the Church primarily through Modernism, which has been particularly prevalent since the Second Vatican Council.
Generally, the climate of the Vatican is quite mild and has little effect on people. It can get quite warm in the summer, however.

the king's Privy Council
Yes, indeed. The Church and people were surprised that Pope John XXIII, a "caretaker" pope had called a council at all. Then there was the battle royal between the Orthodox Catholic bishops and the Modernists. The most surprising part of all was the fact that the Council was basically ignored after it was over, and most of the changes put into effect were "in the spirit of Vatican II", a "spirit" which every recent pope from Pope Paul VI onward has defined as Satanic. Popes John Paul II and Pope Benedict XVI made valiant efforts to get the Church back on track, and now Pope Francis has taken up the task.
