Theodora ensured the continuation of the reign of Justinian I, who turned out to be one of the most important Byzantine emperor. Justinian wanted to flee Constantinople, which was in the grip of big riots. She said that it was better to die as an emperor than live in exile. As a result Justinian arranged the suppression of the riots and continued to rule.

Theodora also improved the rights of women. She banned forced prostitution and closed brothels. She improved women's rights in divorce and property , gave mothers some guardianship rights over their children, and forbade the killing of a wife who committed adultery. She introduced the death penalty for rape. She forbade exposure of unwanted babies. She created a convent which was a refuge for ex prostitutes.
