It is probably just a matter of opinion but I doubt that conspiracy theories have little effect on the government. For many people they don't matter either. For some people though, they offer explainations for things that seem to have no rhyme or reason for certain situations.
The name of the group of people who mistrust the government is a conspiracy theorist. These type of people believe in conspiracy theories that the government cover up events on a regular basis.
Most people can't resist getting the details on the latest conspiracy theories, goal is to make the world safe for interdependence by protecting the benefits.

What they (conspiracy theories) are supposed to do is either make people think and understand the complexity behind human intent, or just scare people into a frenzy so that whoever starts the theory can have enjoyment knowing they manipulated people's emotions and possibly can get their way.
