It changes the ratio between the drive differential and the wheels. Your odometer will read high for the distance traveled.
Why would you? To lower it? The smaller rim has tighter inside clearances so be careful it does not touch the brake caliper. I suggest getting a 14" rim (no tire) just to place it on the front to see if it fits (clearances). ALSO, smaller rims affect gas mileage & odometer readings, SO if you DO install 14" rims, go get your truck dyno-tuned to match actual MPH to the odometer. It will affect the speedometer. For example, bigger rims will make you go faster than what the speedometer is actually reading. If it say's 50mph with regular rims, then with larger rims you will be going faster.
Depends. It's not the rim diameter that's important, but the overall diameter of the rim + tire combo. If the overall diameter changes, your odo and your speedo will be off. Bigger diameter, they will read low. Smaller diameter and the'll read high. But if you can go for a bigger rim, and a more low profile tire, then it's possible to ge the overall diameter to stay the same, and your gauges will still read true.
You might choose 16 inch rims over 17 inch rims because the cost would be lower with the smaller rim size. The cost of tires would also be less.
