With the end of WWI the signing of the treaty of Versailles occured, and from were many developments. Namely, the Austrian-Hungarian empire was divided up into smaller states and Germany was found to be responsible for the damages that resulted from the war. This lead Germany to fall into tremendous debt, and lead to hyper inflation. The government during this time was the Weimar Republic and was seen as generally weak and ineffective. What you have to understand is that by creating such a devastating scenario for a country just coming out of a major conflict, it is not suprising that as the saying goes: desperate times call for desperate measures. A war ravaged and now impoverished German population was an easy target for the fascist Nazi movement. Hitler provided the solutions the people wanted. In reality up until 1938 had he been removed from power, Hitler would have been remembered as one of the greatest German leaders of all time because he rescued the country. In fact when the Treaty of Versailles was signed, the economist John Maynard Keynes wrote of how this would only leave the country succeptible to such a government.

What factors led to the rise of totalitarian leaders after World War 1?

The rise of nationalism was the main factor. This rise in nationalism was brought about by economic collapse in defeated nations. The economic collapse was due to the conditions set in the Treaty of Versailles, which gave the defeated nations weak governments. It was thought this would prevent them from becoming powerful enough nations to be able to start another war.
