well, the union army had Texas' ports blocked, so goods being shipped in or out had been blocked..that was part of it. also, with almost all men in the southern states gone off to fight for the confederacy, they couldn't be at home with their slaves to continue their growing and harvesting of sugar cane or cotton, and not being able to sell their goods (cotton and sugar cane, food from the sugar cane, clothes from the cotton) was deeply afecting their economy's income- which, at the time, was literally nothing.
