Hard dry soil is like impermeable rock; it does not let water pass through. Instead, water sits on top, or in the case of a slope, runs down. This then causes flooding.

Hard Dry Soil causes flooding because it does not let water pass through and sits on the top. this means that when more and more water comes it will ventually cause a flood. It is like rock (Impermeable to be precise).
