There are several factors to consider,it could be a faulty video card,bad wires, or the screen is not very good.The last thing to consider is if your computer is using too much or doesnt have much processing power for the video

Normally the computer's video card would have the output. I doubt very much you will ever find an external DVD writer with tv output. However if your computer does not have tv output and are looking to output video, there are USB to video devices available. I am not sure if they can play DVD though since it requires a certain amount of video acceleration which those USB video cards may not have since USB has a limited amount of bandwidth.
