No, you can't. Latios and Latias do not belong to an egg group. An egg group exists for breeding and without one, it cannot breed. Conventially no legendaries are in an egg group, but Manaphy can breed and create Phione.
yes ditto can breed with any Pokemon group except for those in the no egg group
jigglypuff and ditto can and will have an egg if left in daycare for long enough. only legendary Pokemon and Pokemon in the -no egg- group will not produce an egg...being in the fairy egg group, jigglypuff will produce an egg
Yes it can, I did it - You can mate a female Zoroark with a ditto or anything in its egg group, for males you can only mate with a ditto! You get a Zorua egg which levels up at LV33

Yes, by breeding to Pokemon from the same Egg Group (e.g. Medicham and Bisharp).
Clefairy's Egg Group is Fairy, so any Pokemon with the same Egg Group can breed with Clefairy, including Ditto, which has its own Egg Group.
No, you do not. You need a male and a female pokemon within the same egg group, or ditto and a pokemon or two dittos
