Yes there were bugs in the Mesozoic Era. Any non aquatic arthropods are generally considered bugs but this is incorrect. However Insects, millipedes, arachnids and most other creatures considered bugs all evolved in the Paleozoic Era before the Mesozoic Era. Most orders have survived until modern days. More correctly, bugs are an order of insects named Hemiptera and are defined by their mouths evolving into proboscis surrounded by a hard beak like labium. They eat by piercing tissue (normally plants) and sucking up the fluid. They first evolved in the Upper Pennsylvanian Epoch of the Carboniferous Period in the Paleozoic Era. They have lived on Earth ever since thought the Paleozoic Era into the Mesozoic Era and into the Cenozoic Era. Many species can still be found today.
