You have to have arceus first in your team. Go to the ruins beside city and Cynthia should talk to you about arceus. You can now go into one of the rooms that was locked before. You will see an event to do with arceus and Cynthia and three pokeballs will appear. In them are palkia dialga and giratina. You can only choose one. You have to have an empty slot in your party for this to happen in the first place though.If you have an arceus then you can go to the ruins and trigger this trippy event where you see the world forming and stuff and then it gives you the option of taking a lvl 1 dialga, palkia or giratina

Dialga. A couple reasons: -Typing. Dialga is Dragon/Steel, Palkia is Dragon/Water. P's weak to Dragon-type moves, still, but D's resistances are astounding, and Water is included. -Moves. D's signature move is Roar of Time, with 150 base power. P's is Spacial Rend, with 100 base power. Though RoT recharges, D is neutral to Dragon-type moves, so it could outlast P, who's weaker to a stronger attack. -Ideology. D controls time, P controls space. P could distort the space around and part of D, but D could just freeze P, or put it on an infinite repeat (as we saw it do in the movie). Also, seeing as how D is master of time, it is safe to assume it knows what has happened, is happening, and will happen. Therefore, it could predict what P is going to do, and avoid/stop it.
