That all depends on who is making them, and what the character wears. However, I always recommend making cosplay outfits out of materials that you would use for every day clothes. Avoid using materials like overly shiny and cheap costume satin. If you make your cosplay as you would if you were to wear it every day, it will end up looking more realistic, and less costumy.
