In the modern world (and in WW II) the Romans are the inhabitants of the city of Rome, which is the capital of Italy. In the ancient world, the ancient Romans conquered a large empire.
For two reasons: they had seen that keeping Germany poor and disorganized (as after the end of WW 1) only led to general resentment, to the rise of parties like the Nazi party and to a resumption of that earlier war. Secondly, the Allies quickly realized that they would need Germany as a first line of defence in case the USSR would try to extend its influence over - or even try to conquer - western European countries.
It is a metaphor coined by Winston Churchill in the years after WW 2, when the Soviet-dominated Communist countries in eastern Europe closed their borders to Western Europe to their own citizens. It was as though the Communist countries were behind a curtain, an iron curtain.
Following WW II, the USSR took control of the nations of eastern Europe which became satellite states, and kept out normal commerce and travel to western Europe. Therefore, as Winston Churchill observed, it was as if an iron curtain had fallen across Europe, sealing off the eastern part from the west.
Generally speaking, only financially strong nations can afford to have an extensive empire of colonies. France and England were economically devastated by WW 2. This prevented them from taking an interest in their colonies, and the total disruption of world affairs seemed to help many colonies like India break free from European domination.
That particular gun was made in 1937. The Ithaca Western Long Range was made from 1929 to the start of WW II. I cannot help with the exact date.

In May, 1945 the war in Europe stopped. The Japanese only surrendered in September, 1945. So September 1945 would be the correct date for the final end of WW II.
The war ended in Europe months before it ended in Japan, so the official end of WW II came with the Japanese signing of the surrender document on September 2, 1945; the exact time of day would depend upon your time zone. A world war happens all over the world, in all the times zones, and therefore it does not end at the same time for everybody.
Imperialism did not end all at once everywhere in Africa, but European colonization of Africa was disrupted by WW II, and following WW II there were a series of wars of independence which brought an end to European colonialism.
During WW 2, in 1944.
