The belief in the existence of witches has always been, and still is. The Middle Ages were a time of deep superstition and many things that were not yet scientifically understood at that time were attributed to the powers of witches. In these modern times, we have more education available to us about scientific things, so we are less apt to attribute so many things that we don't understand to witchcraft, but the religion of Wicca is alive and growing today.
This is a very debatable topic to pinpoint in the history of witchcraft. Historians have argued many things, some of which explains that witchcraft has been around since before Christianity and is hidden in the ancient ways of prehistoric times.
The new revival of Wicca is also arguable. Some historians claim that the movement began in 1921 when the Anthropologist Margaret Alice Murray wrote "The Witch Cult of Western Europe" which was the first publication to argue that the Ancient Goddess religions were not cults but rather religious groups who worked alongside the earth tides to live in harmony and balance.
Some also argue that it began with publications of Aleister Crowley, who was also known as the Great Beast, who began writings about witchcraft.
Others follow the idea that the Wicca revival began with Gerard Gardner another famous author.
So the start to witchcraft is arguable, unless of course you are simply referring to the "superstition of witchcraft" which began in Europe with the Burning Times and the emergence of the Catholic church.
I am pretty sure it existed in the 1300-1700's. Just approximate. But if you have a report to do about witchcraft, I suggest you do not put my answer.
