In Athens all male citizens above a certain age had the right to vote on everything the city state needed to decide. For larger governments this system rapidly becomes impractical, calling all the citizens together frequently to vote.

In modern representative democracy (aka democratic republics) all citizens (male and female) vote for representatives. The elected representatives will then vote on everything the government needs to decide (individual citizens don't have to do this)
