Well a leader should look at his numbers and see how much he as lost and compare it to how much he will lose if he does not surrender. also other factors include his economic situation if the counrty has a strong economy and can handle the expensive costs of war then so be it, but if your counrties economy is crumbling because of them the decision sways towards surrender. yet another important prospective a leader must have is how will surender effect the relationship between his country and it allies, because a surrender could severly hurt another allies efforts and could damage the friendship between counrties. the were involved in world war and it wasn't going good for them they needed the colonies for trade raw materials the french entered the war against the British they were having trouble in India and north Africa plus the situation for Cornwallis was bleak totally surrounded with no hope of reinforcements and was told to make his best terms so he surrendered returned to England and was sent to India
