The closest thing that would be a paralell is the R-rated (as the crooks succeeded) film known as the Thomas Crown affair ( 2d version) this starred Renee Russo. a series of museum robberies was the crime. the police were shown in more or less a mocking light as they lost the case, and the ( Doctor) studying detective methods was the actual culprit. a somewhat disturbing crime film.
