If you use CO2 on them for a prolonged period of time they may suffocate due to the lack of oxygen or if you are too close to them you may freeze their skin. Commonly known as CO2 burn, because it will feel like the skin is on fire when it is actually just the capillaries freezing, like frostbite.
Actually we cannot use a fire extinguisher if we caught fire. There is Co2 in fire extinguisher so if we use on a person then it would be harmful for that person. Instead of using fire extinguisher we can use sand or water immideatly.

It depends on the type of extinguisher but normal domestic extinguishers should be perfectly safe to use and certainly prefrable to the person burning.
