When a computer is first started several things happen what are they in order?

This actually varies dramatically both in steps and order of those steps from one computer to another, so no correct answer can be provided to your question that applies to all computers. On dedicated embedded computers where the entire program is resident in ROM only one step is required: the hardware sends a reset pulse to the CPU which then begins running the program from the beginning. On other computers the machine must go through several different bootstrap phases, each configuring different parts of the hardware and/or configuring tables in memory that the next bootstrap phase will need. Usually the final bootstrap phase loads and starts the Operating System (if there is one, if not a dedicated application program will be loaded instead). Many early computers required significant manual setup by the computer operator before the computer could be started (e.g. toggling/setting switches, loading paper or magnetic tapes containing the bootstrap programs) and once started the operator might also have to perform additional actions when the computer needed the next bootstrap phase, etc.

Geoffrey Dummer. If you mean the microprocessor chip it was designed by Marcian Ted Hoff in 1971 and manufactured by Intel as the 4004. If instead you mean the first digital IC chips used to build computers, I don't know who designed them but Texas Instruments made the chips (starting in 1962) for the Minuteman II guidance computer and Fairchild Semiconductor made the chips (starting in 1961) for the Apollo guidance computer.
