To answer this question, one must question your definition of "dirty".
If you mean simply murky water, then yes, most fish can easily survive in murky water. Only the most fragile of fish would be affected by having murky water, in which case their gills would possibly become inflamed.
HOWEVER, if you mean contaminated by chemicals, or by waste products produced by the fish itself, then no, or at-least not for extended periods. Think about it this way, the fish "breaths" from the same water it excretes all of it's waste into. Just as breathing in carbon-monoxide is lethal to humans above a certain concentration, as are waste products to fish. Man made pollution is even more dangerous to a fishes health.

you can buy a algae eater that can fit in your tank to eat the algae up then buy other fish and algae wafers so the fish won't get hurt from the algae eater trying to clean them off
