I've seen the type of insect you've described. It is a type of fly, does not sting, is attracted to flowers. Sorry, I do not know what the name of the fly is, but interesting critter !

The eyes do not have a specific mechanism that repels insects, not like insects really like to land on eyes (atleast I've never seen it before). The only protection mechanism eyes have that can work against insects flying onto them is blinking. because you close off your eye from the insect it wont be able to land on your eye.
