No food will build muscle in a "specific area", instead, try to focus on the exercise to build up a certain area, in the case of arm muscles, this would include bicep exercises like pullups and curls, tricep exercises, like tricep extensions and dips, and shoulder exercises like overhead presses.

To build any muscle you have to make sure you have an adequate amount of calories from healthy sources of good fats, carbohydrates, and a significant amount of protein, at least 0.7-1 gram of protein per lb of body mass. Stay away from junk foods and alcohol, which often contains "empty" calories without nutritional value
