This force is called capillary action.
Water always flow from a higher elevation to a lower elevation.
Air is less denser than water is why the force meter readings lower in water. A force meter is a piece of equipment that is used to measure the different forces of the universe.
The force of gravity on the same on land and water.However, in water, there is an upward force of buoyancy which acts in an opposite direction to the force of gravity. Hence, in water, the total net force downward is lower.

Air resistance is that resistance when substance moves in air and it expresses a opposite force on it. However, water restinace is water when a substance moves thorugh water and it expresses and oppoisite force.

Electric moves are effective against ground pokemon but will do little damage... Water pokemon will have the most effect!
