If a car (or any object, for that matter) accelerates, that is, if it velocity changes, then there are unbalanced forces. If the object doesn't accelerate - for example, if it remains on the spot - then the forces are balanced.
When the sum of the net forces on an object are not zero, it means that the object is being moved/pushed/pulled. It means that the object is not in equilibrium. If the net forces were zero, then the object would be in equilibrium, or, a state of not moving at all.

If this happens then they will get pushed apart. Otherwise nothing really will happen unless there is objects at the end were it is pushing.
