Jubilife City is located in Sinnoh, not Hoenn. Since Pokemon Sapphire takes place in Hoenn, Jubilife City is not accesible. You can buy a copy of Diamond, Pearl or Platinum in which travel through Sinnoh.

Then he'll notice you have a fossil and he'll 'resurrect' it if you say yes. Apparently the machine takes ages to regenerate the fossil so go around town before heading back. Hope this helps!
carry a lot of ultra balls and just try to catch them, and if you have ruby, Sapphire, or emerald you can trade Pokemon from you gamecube from the Pokemon games like Pokemon xd gale of darkness, and Pokemon Colosseum. so you can get rare Pokemon that way, i had to spend 5 hours trying to catch rayquaza on emerald so it takes a while
It is not possible to catch groudon in Pokemon sapphire, in ruby, you must either use your masterball, weaken it and use ultra balls, or use timer balls, although the last one takes a loooonng time.
