You can't catch Deoxys in Pokemon Diamond, but you can migrate it from Pokemon Emerald, FireRed, or LeafGreen. Or you can cheat using an action replay, but I don't know how. If you do migrate it over from a GBA Pokemon game, be sure to take it to Veilstone City and take it to the meteorites there. There are four of them. Each one can change Deoxys's form (Normal, Attack, Defense, and Speed Form).
