When a person refers to federalism they are talking about a form of government which divides power among the central and state governments. This means that there is no single, governing body which hold total control over the people.
It is the division of power among a central government and several regional governments.

It doesn't quite work that way. The States and their people ARE the government, and they have allowed the Federal government to do a very few things like regulate sales of items between and among the States, provide a military to protect all of the States, and to mint money.

Confederations and unitary governments are among the alternatives to federalism. Unitary systems have one centralized governing body while in confederations, the state governments dominate over the less strict central government.
