Under the Tenth Amendment, the powers that are not expressly given to the federal government are reserved to the states or the people. The enumerated powers in the constitution (and their related implied powers) are powers the federal government has. The state governments retain all of the other powers. Some powers are concurrent; the federal government has been given the power, but it hasn't been prohibited to the states, so they also can exercise it. An example would be the ability to tax.
Federalism is a form of government where some powers are divided and other powers are shared. A constitutional monarchy is an example of another form of government.
Scotland has a Parliamentary form of Government, as does the rest of the United Kingdom and Northern Ireland. Although there is a Parliament based at Westminster (London) that covers the whole of the UK, Scotland has its' own Parliament with devolved powers (i.e. it carries sole responsibilty for a large amount of the government of Scotland, but has limited powers in some areas such as taxation).
