In plant cells there is a cell wall, but in animal cells there is no cell wall, so I don't know what forms the barrier, or if there even is a barrier in animal cells.

The cell membrane controls what comes in and out of cells.
The cell membrane serves as a selective permeable barrier between a cell's environment and it's cytoplasm. In a plant cell, it's the same since both plant and animal cells have a plasma (cell) membrane. It holds everything in place inside the cell wall (in the plant cell).
