Plume fossil I think
You don't. Archen comes from a plume fossil, obtained in Relic Castle.
You need to go to relic castle and the backpacker will give you a Tirtouga or Archen fossil.
You can obtain Archen by reviving the Plume Fossil. This fossil can be found in the Desert Resort in the Unova region in the Pokémon games. Once revived, Archen evolves into Archeops at level 37.

You get a plume fossil from a person in the ruins of the desert resort and then you bring it to Nacrene city museum to the lady on the right as you walk in, Lenora has nothing to do with this. archen evolves at about 36
To the left of the main entrance there is a female camperwho you have to beat in battle. When she asks you what fossil you want, choose "Plume Fossil".
At the Relic Castle, you need to take the Plume Fossil. If you take the other Fossil you cannot get Archen.
You can't you have to go to relic castle and on the west side of the B1F there is a pokemon explorer and she gives you whichever fossil you choose, choose the plume fossil and restore it a nacrene gym and out will come archen, you have to evolve archen to get archeops
Cover Fossil is Tirtouga. Plume Fossil is Archen.
First, you have to get the specific fossil from a backpacker in the Ruins that corresponds to Archen. Take that fossil to one of the counter clerks in the museum in Nacrene City. Keep leveling up the Archen until it evolves into an Archeops.
