People loose the insentive to work and start depending on the government for their welfare.
No government. To have government a society is needed, but in the era you ask about it was loose bands of people hunting and foraging for food. Much more is needed to create a society, art, and government.

A weak government
The government knows that the things they are doing in area 51 would scare people...most people would say that, not me. Not knowing is more scary in my opinion. My theory is that they don't want people to loose their "confidence" in the government.
