The 65 hp Mercury outboard is designed to operate on 87 octane gasoline mixed with 2 cycle oil at a 50:1 ratio. This is roughly one pint of 2 cycle oil, to six gallons of fuel.
Merc's use a 50:1 mix
Mercury outboards prior to 1966 use a 24:1 fuel to oil ratio.
Some were flex, but only if you have the flex fuel motor, There will be a sticker under hood and gas door that say E85 approved.
It depends what year. The older ones use 24:1.
The 1976 model, 115 hp Mercury outboard, requires a 50:1 fuel to 2 cycle oil ratio. This is roughly one pint of 2 cycle oil, to six gallons of fuel. The use of 4 stroke type motor oil is not recommended, nor intended, for fuel / oil mix.

We have one on our boat and use 50:1 mix. Seems to be right. I guess we'll find out if it seizes up.
Depending on the boats diesel, gasoline, or wind.
