1996 Owners Manual, page 344 indicates:
* Fuse #3, named "Dimmer Illumination", 5amp fuse, dash lights, control switch lighting, Cigar lighter light plus a whole bunch more * Fuse #22, named "Rear Cigar/Power Plug", 20amp fuse, rear cigar lighter * Fuse #28, named "Front Cigar lighter", 15amp fuse, front lighter I would expect these fuse designations to be applicable to 1995 - 1998 Windstars.
Best resource is the individual model year Owners Manual- see below For Windstar 1998, the fusepanel is under the driver side and you can replace the miniture fuse with the same rating (20 or 30 amps ???). Please check first that the cigarette lighter is not shorted. Good luck.. Get fuse #28 i/p
fuse is burned out.
It is fuse #28 in the fusebox located in the fusebox under the dash on the driver side of vehicle. It requires a 20amp fuse. # 28 is third row from bottom and second column from right.
# 28 is a 15 amp fuse for the front cigarette lighter
# 22 nis a 20 amp fuse for the rear cigarette lighter and power point
( in the fuse panel under the dash on the drivers side )

It does not have a circuit breaker. It uses a fuse to protect the circuit. Look for a blown fuse in the fuse panel under the dash on the drivers side.I believe the cigarette lighter circuit is protected with a glass barrel fuse not a circuit breaker. Check the fuse box for a blown fuse.

The radio and cigarette lighter are supplied by the same 15A relay-switched bus. The wire may be red/white from the fuse block and white/red after the relay, although the color code may vary over a span of model years. The relay is located behind the front console, so be prepared to perform extensive disassembly to reach it; it will be easier if both front seats are removed from the car. It is recommended that the existing wire to the cigarette lighter be left as-is, in the event that you might want to return the wiring configuration to as-built condition. Just disconnect the wire from the cigarette lighter and make sure that the end is insulated with tape or shrink tubing so that it can't inadvertently short to any grounded metal. Tap into the unswitched side of the 15A bus at the relay connector and run a new14 AWG stranded, insulated copper wire wire to the cigarette lighter. This alternate wire to the lighter socket will still be protected by the 15A fuse that supplies power to the radio/lighter relay, so it is not necessary, or even desirable, to add another fuse in the line.After this modification is performed, the radio should shut off when the ignition switch is off, but the cigarette lighter should be always on.If you replace the relay with a shunt, instead of rewiring the cigarette lighter socket, both the radio and lighter socket will be on all the time. This may be convenient if one wants to listen to the radio while the ignition key is removed, but one must always be vigilant to turn the radio off before the engine is shut off and turn the radio on after the engine is started. The relay has two purposes:Keep the radio off the +12V bus during startup and shutdown to protect it from "load dump" surges.Disconnect the radio and cigarette lighter circuits when the engine is off to prevent the battery from being inadvertently drained.

No, except that you insert the wires into the holes on the back of the outlet. The power in connects to the LINE side of the outlet and power out connects to the LOAD side of the outlet. If you do not want to protect the outlets receiving power from the outlet then connect that outgoing wire to the LINE side also. But know that only the outlet with the GFCI will be protected and all other outlets will not be GFCI protected.

GFCI Breakers are quite a bit more expensive than a GFCI outlet. More often than not a typical residence will need only a handful of GFCI outlets that combined together will be cheaper than a GFCI breaker. If you need to protect a series of outlets with GFCI protection you can simply connect the rest of the outlets on that same circuit downstream from the first outlet on the line and make that the GFCI. All you have to do is connect all the other outlets to the LOAD side of the GFCI outlet. If a GFCI fault occurs in any of the outlets down stream they will trip that very first GFCI plug you placed and keep you safe.
