Could not find any defined formula to find the answer. But found the below years by some Conventional Calaculations...
A conventional formulae...is as follows
x = 1 + 7n - (LeapYears in between)
E.g. I
Say Base Year is 2010
x = 1 + 7*1 - 2 (since 2012 & 2016 are 2 Leap Years between 2010 - 2017)
= 6
So the Next nearest Year Similar to 2010 after it is....
2010 + 6 = 2016
E.g. 2
Say Base Year is 2010
x = 1 + 7*2 - 3 (since 2012,2016,2020 & 2024 are 4 Leap Years between 2010 - 2024)
= 11
So the Next nearest Year Similar to 2010 after it is....
2010 + 11 = 2021
E.g. 3
Say Base Year is 2010
x = 1 + 7*3 - 5 (since 2012,2016,2020,2024,2028 are 5 Leap Years between 2010 - 2031)
= 17
So the Next nearest Year Similar to 2010 after it is....
2010 + 17 = 2027
No. 2004 was a leap year, but 2010 was not.
Same as other years...

Two years after October 31, 2010, is October 31, 2012. This date remains the same day and month, just two years later.
If both the 2010 and 2045 are counted, (ie. "from the start of 2010 to the end of 2045") then that is a timespan of 36 years. If it's from the the same date in each year, (eg. "From July 1st, 2010 to July 1st, 2045") then the timespan would be 35 years.
