There is no in game Celebi, you need to transfer one from another game.
In order to do the Celebi event in SoulSilver you need a special Event (Fateful Encounter) Celebi which will be available on 7/10/2010 in Japan. (I don't believe that previously given ones will apply...) It WILL work on any language game, though, so you could trade for one after it's been given out, regardless of it's obtained region or your game's region.

No offense intended but no one will trade a celebi for a braviary even if it is level 70 because you can only get celebi from the old GBA (gameboy) games or by using cheats which can stuff up your game if you use pokemon gotten by cheats in wifi battles.
