They are both equally good, it just depends on your preference of legendary Pokemon. If you want to catch Lugia first, then you would choose SoulSilver, but if you want to catch Ho-oh first, you would choose HeartGold (you can catch both legendary Pokemon in both games, just at different times and different levels).

Some people prefer to buy the version that corresponded to the version they had when they were younger, i.e., if they had the original Silver version, they would get SoulSilver.

Another deciding factor for some players is the availability of certain Pokemon in-game. There are many version-exclusive Pokemon in each game that requires you to trade from the opposite version of the game.

In SoulSilver, version-specific Pokemon include Meowth, Kabuto and Groudon while HeartGold offers Growlithe, Omanyte and Kyogre in their place. Numerically, HeartGold offers more version-exclusive Pokemon than SoulSilver due to fourth generation evolutions and pre-evolutions added to two of the original Silver version Pokemon (Mantine and Gligar earned Mantyke and Gliscor, respectively).
