When the senate and the house of representatives pass a bill that has different version the conference committee writes a compromise bill. This then has to be passed by the two chambers.

It goes to a conference committee composed of both Representatives and Senators. They attempt to work out a compromise bill which then gets sent back to both House and Senate for their consideration.
It automatically defeats the bill.
DC would get Senators and Representatives.
If there is not majority in the Electoral College, the vote goes to the House of Representatives. The president is then elected by a majority of states representatives.
