i guess it means something like, being alive and conscious is god's gift, and whatever you do with yourself whether it be good or bad, is your gift to god. So he is taking your actions into consideration, and whatever it is, he accepts it. I dunno maybe I'm wrong but I'm just using common sense here...
No, God is not responsible for suicide. The human is the one to be held responsible, because, you are not a puppet. God does not have strings attached to your body. The human mind makes up its own decision, thus, God is not responsible for your stupidity.
