It depends on the state. In most U.S. states, a permit to carry a handgun is a state issued document, so it's good anywhere in the state. In some states (CA and AL that I know of) you go to the local sheriff, and each individual sheriff can set his or her own rules for issuing handgun permits. As I understand it, for instance, in California, in some counties, obtaining a permit is easy, and in some it's practically or literally impossible. Also, in 1 or 2 states, and the District of Columbia, there is no such thing as a handgun carry permit. Check with a shooting range in your area.
