Velocity gives both speed and direction of an object. While speed is a scalar quantity, velocity is a vector quantity and require direction or bearing in order to be valid.
The Q needs a small edit - "what in the universe gives direction to time". Entropy of the system (universe) does. Its philosophically and scientifically explained in "fundamentals of Physics" by Resnick & Halliday. -Chandrakanth Terupally.
Unbalanced, because there is a force which gives the object direction. If forces are balanced, the directions cancel each other.
