To claim that states had the right to defy the federal government
The civil rights legislation that passed in 1990 was the Americans with Disabilities Act.
it gave full citizenship to african americans and gave the federal government the right to intervene in state affairs to protect them.
The federal government was granted the right to enforce federal laws, including the collection of protective tariffs. This was a power the federal government had not held before.

The first Amendment gives people the right to petition the government. Specifically, it gives the right "to petition the government for a redress of grievances". This is the right to ask the government to right wrongs.
