Chalkboard paint is specifically designed to be porous in order for the chalk to adhere to it. Using a sealer of any kind over it will result in loosing the porosity or tooth, rendering the chalkboard useless.
If the rhinestone has a reasonably flat surface, super glue. If not use epoxy.
You should use a spray contact adhesive. 2-4 available in Home Depot.

yes ANS 2 - If you mean wood boards, that's a definite NO. PVA (white or yellow glue) will adhere to wood better.
When you put glue on something it is adhesive. answer: "Adhesive" is a noun or an adjective. "Adhere" is a verb. I tried to adhere fake nails onto my real nails, but they kept popping off.
Myself, I wouldn't glue to a painted surface, to many problems with adhesion. The easy fix, example: if your corkboard is 24"x24", sand down to clean wood a 23"x23" area on your painted board, now you can glue your corkboard on your other piece, and you won't have any adhesion problems. I used a 1" space but you can use 1/2" or 1/4", what ever you feel comfortable with.(I suggest Titebond 111, by Franklin, its an excellent all-around glue for wood).ANS 2 - Silicone will work without affecting the paint .
