if you're talking about taxation then drug awareness and substance abuse programs would probably be a big part of the funding. It is really up to the government bodies to determine where taxable revenue goes, it could be almost anything including pouring more money into entitlement programs to creating a rebate program to purchase energy efficient appliances.

I do believe legalizing marijuana would benefit us economically, but not a whole lot politically. They would use hemp for most of the products. It wouldn't benefit the government because the hemp companies would be making a lot of money.

The legalization of same-sex marriage would not provide any benefit to the judicial branch of government, unless you are referring to a theory that once the issue is settled there might be fewer lawsuits challenging the status quo. The difference in case load would be so minute that it is not even worth trying to figure out whether the judiciary benefit from having more work or less work to do.

The government has the right to levy various taxes in order to acquire the money to fund various programs that benefit all its citizens.
General welfare means programs that benefit all citizens such as roads and bridges. It does not include programs that takes money from one citizen and gives it to another. That is charity which is not a function of government.
